T652N DEAD PANEL

I have a T652N that when powered on the cooling fan runs but the panel is dead. If I check my voltages on the LVPS I have only 2.5vdc where I should have 5vdc and 14vdc where I should have 24vdc. If I unplug the cooling fan at connector J8 on the system board the printer will come to ready. My question is do you think it is the fan drawing down the power supply or the power supply not being able to supply the needed current for the fan? I haven't worked on very many Lexmark printers.
