Strange thing with a previous company i worked for the owner was stingy about everything.
Except for stationary. There was no control and with a bit charm the office ladies would give me a proper $3 gel pen
everyday until i had like 30 in my glove box...

I have been doing this job for a lot of years and can count on one hand the number of times I have needed white-out. Why do you need so much white-out? What are you trying to hide???
