You cannot have the members of Congress travelling on airplanes and working in close confines with themselves, their staff and each other before there are clear signs that COVID-19 is under control.

The Senate is especially at risk as its members are mostly old men well into their 60+ age group.
Even if the gov't somehow re-opened parts of the US economy it by no means requires private citizens to go back to the way they lived their life one two months ago unless they feel safe. They US gov't is widely distrusted in how it has handled this crisis and many people will continue to remain home until a vaccine is discovered many months from now.
Yesterday in Kansas, there was a major struggle between the Democratic Governor and republican lawmakers about allowing groups of more than 10 people to meet.
Today is Easter Sunday one of the most well attended days in Churches across the country. The Governor wanted the ban in place, Republican lawmakers rejected her ban and wanted people to attend Church.
The Kansas Supreme court had to hold an emergency electronic meeting to decide if the ban should proceed. The Supreme Court decided that the Republican lawmakers exceeded their authority and the ban order was upheld.

I have learned plenty in the last couple months, some good and plenty of bad, but it seems there's a growing majority of people that want things to get back to "normal" (politicians/ leaders/ citizens/ un-employed/ etc.), because they are watching EVERYTHING go right down the Shitter with all these unprecedented "life-saving measures".
