They said it was because even though they all arrived before the election date they were not individually postmarked. APO/FPO very seldom post mark everything. They bundle every thing going to the same region and attached a postmarked cover to the bundle. I know for a fact that they have been doing that since I was in Vietnam in 1970. BTW the purpose for the post mark is not to authenticate the date the item was mailed. It is to cancel the postage stamp so that it cannot be steamed off and reused. Deployed military do not have to pay postage.
In case you did not know, US Military personnel normally vote Republican. Were those Florida counties trying to suppress the Republican vote? Just like in 2000 when Gore wanted them to only recount the ballots from Democrat majority districts.
