What we used to have in high school when I was young. Many high schools had basement 25 meter rifle ranges. NRA ran the ranges and you had to pass the NRA safety course in order to be able to use the range.

Vladimir Putin made it one of the key reasons his armies invaded Ukraine. It was to rid the "Ukraine of Nazis" when there is no reason to believe such people exist in significant numbers nor have any political power.
