One thing not mentioned that they could use them for is the aerial distribution of harmful substances, i.e. biological warfare. As for the individual with NORAD who said it didn't appear to be hostile, it didn't need to. It was entering US airspace without authorization from a hostile country. Plus it was not carrying passengers like KAL007 September 1, 1983 was when Russia shot it down. I have a feeling the NORAD knew it was coming long enough in advance to have scrambled a fighter or two and taken it out as soon as it enter US airspace long before it was over inhabited land.
