It's sad when people are appointed to a job, that they feel they are the only one that matters and the refuse to follow COC. Well, seems like some arre going to find out the hard way!

the man at fault was the State Dept head.. he had NO AUTHORITY to do that.. he is still responsible to report/get approval from his boss, which he didn't.

So if you sold your bosses business WITHOUT him knowing... WHO is responsible for making that choice?
