He has failed in the distribution of the vaccine to a certain extent, but he is limited so far because the Pfizer vaccine needs to be kept at a very low temp and there are a lot of remote places that can't support the infrastructure of this limitation.

And neither did Trump. In fact Trump was one of the first world leaders to recognize the potential problem and got called a racist for trying to restrict travel by non USA citizens from world areas where the virus was already to be appearing. Too bad the world did not listening to him.
