It is not just LA, it is most of California. Depending on your water district you are limited to watering only 2 or 3 times a week. Those day are determined by your address, odd or even. If you are a business that has any lawn around your place of business you cannot use potable water to the lawn and you must use drip irrigation for all flowering plants, bushes and trees. All watering must be done between 6PM in the evening and 9AM in the morning. If we get a rain storm come through, no watering for 48 hours after the end of the storm. I have already lost 1 mulberry that was over 50 years old.
And yet the delta smelt get priority on water coming from northern California rivers. From what I have heard it is not even indigenous to the Sacramento River delta but was planted there decades ago.
California does not have a true drought problem. It has a liberalism problem.
