Printer only version C9110 SC 590-01 will not go away.

When you say assembly, do you mean the corona itself?
I might lean towards a wonky power supply. PSU3 is the one that the corona cleaning motors get their 24V from via IOB1. I don't think there's a relay board involved in that particular circuit.
Connectors 300, 301, and 369 on IOB1 all get 24V from PSU3. Put your meter on them to see if you're getting the 24V where you should be.
If you're getting 24V on all the red wires in those harnesses, you might have a bad harness or short somewhere between IOB1 and the motor. Those harnesses are zip tied to others that go to several HVP - there might be a pinched wire, or the zip ties may be too tight. Also, CN334 on IOB1 is the connector for the harness to the corona cleaning motors. Pins 1 and 2 look like the ones on that connector that supply the 24V to the motor.

Also, thinking way outside of the box what about the Fiery?
This one seems stable however we have experienced unusual symptoms that we had to reload Fiery in order to clear an SC code.
With the color production printer only versions. 720, 900, 901.
