Make sure your fax speaker is plugged in.

If it was not plugged in, he would not be able to hear th e dial tone when he pressed the "On Hook" button.

If you are doing memory fax it will not make sound but it you you do immediately transmission will hear it dialing out and everything else if sound is turn on for each mode.
