If pictures 4 and 5 are the back sides of the page, that is almost always the transfer roller. Since you do not know how to get the maintenance counters, there is no point in telling what SP settings to check/change. Since you have a contract, you should be calling them every time you have copy/print quality issues.
When the tech replaced the drum did he replace anything else? When a drum is replaced the following should be replaced with:Pickoff Pawls
Charge Roller
Charge Cleaner Brush Roller
Blade Cleaning
Developer
Otherwise you are asking for quality problems. Recommended replacement interval is 60K. If it is not done at the point, somewhere between 80K and 90K you WILL start getting drum spots, random 1mm to 2mm black spots initially on both edges of Letter size paper ran long edge first (LEF) and gradually expanding toward the center.
You mentioned that the 2851 has 163K on it. Ricoh recommends rebuilding the fusing unit and replacing the transfer roller at 120K though it can usually be pushed to 150K. With the possibly dirty transfer roller I doubt if it has been done. When the tech is out next tell him that you want to see a printout of the PM counters
