Greetings...I have a MP C3004exss with this message. I have tried:
a different cartridge
checked all connections in controller
replaced:
rfid pcb
bcu pcb
I/O pcb
HDD format
Any help would be great

Check the tension spring that holds the toner bottle in place. I have had those pop lose a few times on those models.
Replace the cyan toner supply unit.

The auger has twisted up on itself.
You may also need to replace the Cyan dev assy at the same time.

I had one where it would not stay in unless held and would not accept cartridge and gave me cartridge not set even if i held it in and
bypassed interlock.
After mucking thru the chip was in backwards.
always dot in if you look at cartridge how chip is installed..
Just asking back to the start you sure you have tried new oem toner for this model
