If all you are doing is coping, you either have a bad BICU, bad Controller, a bad 256K DIMM on the controller or Job 101 has consumed all available memory.

Since it shows a change of behavior after removing the HDD (SC819 - there's a few SP tips listed @sandmanmac's posting, like disable the NIC) I'd say it's something controller-related - perhaps the RAM dimm, the controller itself or a bad connection. Usually it's hard to believe that the HDD wasn't the culprit, I hope the "new" one was really OK.

Second that...I would disconnect the HDD, pull the memory card and maybe even the NVRAM. Remove ANY and ALL devices then try to restart it. See if anything changes. It won't be fully functional, but you just want to see if it can pass POST and come to standby.

the disc you changed where did you get it? was it new? it could be:
    disk 2 also defective
    faulty controller
    action:
    - try a new third disk and format it (sp 5-832)
    - try cleaning the memory pins with pencil eraser rubber
    - try to reflash the firmware (system copy only)
    - remove all option (es. fax board, sd option, etc)
    - try to disable the network card and restart the mc to see what
    happens (5-985-001) 1> 0, 0> 1
