    1. Check rotation of drum and development unit motor from the back side.
    2. It may because of (transfer belt charge).

    Sorry for my bad English

If the connector between the DVU and the PCU was not plugged in you would get a code. Voice of experience.

Cyan transfer roller in the ITB unit could be sticking.

I'd go this route. Developer gears strip, no codes usually.

It could just be that the developer is spent in that unit. Have you split the cyan drum and dev. unit apart to see if the mag roller has developer on it?
I've run into this a couple times on this series, and it was always spent developer. Never a code (which is strange). Also went hand in hand with customer using third party toner.
    Replace cyan dev. unit

I think that Is a Logic of operation , me explain better, since ricoh knows that the developer units break in that way, they have done so via standard firmware, to avoid that the machine seeing the id values of a certain color, under a certain threshold, and certain combination of toner patch sensor, too far respect at the last auto calibration routine, for not think that Is a low toner ratio condiction, She stop loading toner, for avoid to everything smashed ... this is my theory on the fact that it does not give errors

How full of cyan is the waste toner bottle? Even if the mag roller is covered I'd check the chute on the rear of the unit and see if it looks empty. Chuck a dev unit in it I reckon.
