Usually I'd say "toss it" or check the SP values for the voltages. Like I said a pattern with 25mm can't match to both fuser and drum. I think the charge roller is involved in the drum cleaning process since it has contact all the time. Another thing that pops in my mind: Did you check the erase lamps/LEDs? If they won't work it's pretty likely that the charge roller pick up dirt and give it back to the drum and/or rear side of the prints.
If you install a new PCU you also shouldn't trust that it will initialize properly by itself and don't forget that you still have a certain amount of compatible toner left in the hopper (if you didn't vacced it out). Some techs also perform some skyshots (without toner suply) before initializing the PCU - a slightly lighter density might help eliminating or reducing other issues.

Ghosting is nearly always the fusing unit and on these machines down to pressure.
The pressure roller is not doing its job, check the plastics on either side of the pressure arms that move the roller, also the mech that moved the roller against the hot roller can stick.
Ive seen both issues.
Sure there are two positions for the pressure spring to locate to to add more pressure.

Remembering the days when we used to measure the nip width - don't work on Ricoh much these days, is that still a thing?
