what happens if you ping that IP address from the computer you are trying to use to get to the WIM?
the ping to mp3004 work well, with the ping command the machine is seen on the network, (it prints easily) but the browser's (all) open and look for the IP on the internet, instead of opening wim

That tells me it has to be a network setting such as use proxy on that machine only or the person using that computer has installed personal VPN software. Probably uses the same software on his home computer and other devices.
They can try seeing if the C3004 shows when doing a network search in Windows explorer/MyComputer. May require turning on network discovery. If it does. maybe clicking on it there might get them into WIM.

Check to see if “802.11” is enabled on the copier.
It needs to be “off”.
