Resolution to the issue was a bad bottle of yellow igen toner.
It's not the developer assy. It was swapped with the second running machine and background stayed with the machine.

You can't replace all 3 at the same time. I believe 2 at the most and then the last one.
That's exactly how it could be done.
Check the firmware level. Also check the timing wheel that rides on the fuser belt.
Is that 2100 EXP v 1.2 ? If so I have a copy.
Could there be administrator login security enabled in the copiers web page?

Go to default settings for Windows 10 and check your browser to be Internet Explorer as default
Go into IE, open tools for IE, go to advanced settings, scroll down and look for ssl box and check.
