Weak exposure lamp or power output to lamp is not enough get full brightness. Clean and inspect optics and check SC's for exposure errors.

That model was known to have mag brush ground and drum ground issues on high meters. Also if using aftermarket drums and toner will cause overtoning. as mentioned above start from scratch if possile....
