Has the device certificate been created in user tools?
Looks a bit like overtoning, are you running original toner in this machine?
Has it ever had a Fiery attached to it? Could be the print application has been invalidated or the NIC / USB ports are switched off.

There's an RTB I can't put my hands on currently that refers to the welded joints on the pressure roller half of the fuser crack, the only fix is to replace the entire fuser.

The grounded paper transfer roller pulls the toner off the ITB onto the paper as it passes. On the '03 series a worn PTR can give all sorts of copy quality issues.
That looks like it could be the PTR assembly itself that's broken or one of the large tension springs inside it is out of position.
Check input mode and see what sensor is being triggered.

The IMC Metis is designed to have it's parts replaced as lumps. Complete PCDU's, fuser, ITB etc. Run it with ORIGINAL toner and don't put anything stupid through it, you will have a very reliable box.

This model is particularly bad for the glue attaching the ADF slit glass to the scanner frame part, causing all sorts of ridiculous copy quality issues.
