Did you do developer according to SM? Did you perform calibration after drum and developer change? OEM toner? Did you replace secondary transfer? LSU cleaning?
Yes to dev according to manual, calibration, oem toner, LSU cleaning. Did not replace transfer, but image looked like that before we changed anything and the image on the drum is bad

Check transfer corona grounding springs, they must no be corroded or dirty/contaminated.
springs look good. In simulation transfer is at 113 per the manual. If I put meter on the terminal in the back it reads 20 volts. It also reads 20 volts with roller disconnected from the contact. HV PCB?? Is that a common part to go? I am a Kyocera tech but have been working on some Sharps along the way
Try crosschecking with another working LSU
I would say try swapping the dv unit. Your pic isnt the best but looks to me like lines/voids that match the surface of the dv unit are in the background. may have a dv unit rotation issue....I have need the belt wear and start slipping on color units causing a similar issue with background but color obviously. the other thing that causes weird issues on these models is if the clear mylars are missing on the drum unit that go right by the felts. techs forget to put them back and they cause shorts and dv pull issues. you are using OEM drums right? I have seen strange issues before on a couple calls I went on to assist another dealer. Turned out to be a drum from katun or copy light maybe that caused the issue. I swapped a used drum unit with an OEM drum in it and the mylars on it and that worked fine. Lastly....check your high voltage values. Some machines have had the values put in incorrectly. They are located on a sticker on the HV pwb board. I have also seen those board go bad. Usual symptom is light copies right after dv change, dv pull or short supply life.
