Group policy objects are set up in group policy editors on a domain server, and not something that you can open and use on a laptop.

You can open the zip but it won’t do a lot on a laptop, especially as that document you listed refers to server 2012 and vista.
GPO’s are administered from a domain server using active directory and applies various settings to end user pc’s including driver specifics, wallpaper, control panel restrictions etc and such like.
There is no point opening on a standalone laptop as why would you? You would just go into the driver and set settings there instead.
