It sounds more like a drive problem than the fuser itself.
This is a really old machine and if it has quite a few copies it is ready for replacement.
this is what the book says
Use SIM6-1 to check the operation of the fusing motor.
Replace the Fusing motor.
Check connection of the fusing motor harness and the connection.
Replace the PCU PWB.
Definately replace the fusing drive motor. That is noramlly the fix for repeat L4-03 errors. Check the entire unit.
The MX-2651 is a pretty recent model.
