E studio 256 paper tray lift

I have this copier that when paper tries to lift in tray 2, all I get is clicking as if a gear is broken, the motor is trying to lift. However tray 1 does dot try to lift at all. I swapped the lift motor from tray 2 to tray 1 and still the same problem. No lift from tray 1, only add paper. And attempted lift from tray 2 with no success

You didn't mention it in your post, but did you confirm that the tray lift gear on the back of the paper drawer is not cracked or deformed. This is a common issue with the entire line. Toshiba had a bulletin about it where the lift gear and shaft were changed to make them more robust.

    Part # 6LJ11607000 Gear-Drv-TrayUp- Shaft

Located in the right rear of the Paper cassette.

Looks like quarter moon. White plastic.

Usually breaks where screw attaches gear to metal shaft.

There are three photointerrupters in the paper feed unit. If the upper limit sensor is bad it will not attempt to lift.

The cracked sector gear is a lot more common.

On another machine, I had tray #1 continue to lift until the gears jumped ... in fact it never stopped lifting. It was a bad logic board.

If you'd like a serious answer to your request:
    1) demonstrate that you've read the manual
    2) demonstrate that you made some attempt to fix it.
    3) if you're going to ask about jams include the jam code.
    4) if you're going to ask about an error code include the error code.
    5) You are the person onsite. Only you can make observations.

If you ever get another one that doesn't stop driving up, or doesn't drive 1 or both motors at all. (probably more unlikely now the machines are getting old)
Try disconnecting the connectors for the paper feed control board at the logic board end and switching the machine on. Be sure to let it come to ready, then shut it down, power off completely and reconnect the connector.
9 times out of 10 this will resolve the issue without having to change the logic board
