Toshiba E-283 toner add problem

Have an old E-283 that just installed all new OEM PM parts (new drum, drum blade, developer, charge grid, wires, & filters)
Originally right after installation of PM parts and developer setup routine 5-200, machine ran copies just fine. Ran several copies without any problems. Problem occurred 2 days later when client called back with this issue. Any suggestions would appreciate it.

Install new toner cartridge message is displayed after 1-2 minutes of adding toner message on power up. Check and replace toner cartridge with brand new OEM toner cartridge and close the door and machine goes into adding toner for about 1-2 minutes and comes to display message "install new toner cartridge". Have checked toner cartridge for toner and is fine. Have tried new OEM toner cartridge and get the same result. Checked ATDC sensor and is clean with no build up of toner. Have double checked the developer setup routine 5-200 and sets up right in the desired range of 238-240. Can not order new replacement ATDC sensor cause Toshiba says its obsolete and no longer available. Anyone out there happen to have a 6LE69634000 ATDC sensor? Needless to say can't run machine because machine keeps displaying "Install new toner cartridge."
