If I remember correctly the 3511c Transfer Belt is way bigger than 281c belt. I know you said that the rubber band inside your belt was no good, but, have you tried cleaning the reflectors for the sensors? Little shiny squares attached inside the belt. I think there is 4 of them. In a pinch, we even used aluminum tape if one was missing or totally worn out.
Those edge strips disintegrate into a gummy brown goo that sticks on the inside of the belt, the rollers, and everything else. You can clean it off, but it will come back again soon. It almost sounds like tape peeling off of the roll. =^..^=
If you'd like a serious answer to your request:
1) demonstrate that you've read the manual
2) demonstrate that you made some attempt to fix it.
3) if you're going to ask about jams include the jam code.
4) if you're going to ask about an error code include the error code.
5) You are the person onsite. Only you can make observations.

OMG memories of Toshiba training! I remember going to Toshiba Canada and being trained on the 3511 series and the 281c series.. Amongst others. What a huge POS the 3511 was and god replacing the belt unit and the drive unit in the back ... ewwwww.. When I moved to KM it was like a huge difference (modules and image units oh my!)

Indeed! I work on the latest models now (after being away from Toshiba since 2007), now have toshibas again (oldest are like the 2555c era devices basically, which are still way different than a 281c or their "production colour of the time ES211C iirc). But alas one must keep learning!
