They're not technically compatible, but not _completely_ incompatible, either, as you saw.
The 2xx series fusers do NOT have the "half latch fuser" construction which the 700 fusers DO have.
Using a 2xx fuser in a 700 means that it cannot run in half latch mode, and if the machine tries to engage half latch mode on a 2xx fuser, I don't know if they will cause mechanical issues. Possibility of not applying the correct pressure to all paper types.
Using a 700 fuser in a 2xx is more problematic because it DOES have the half latch feature, but the 2xx has no way of engaging this, so while it might work, there is a good chance it won't be putting the correct pressure on the paper.
In both cases, there is a chance the fuser may work ok on plain paper, which is "easy" to fuse, but might not on cardstock.

Half latch settings for dcp700 is nvm settings.

I know it is _implemented_ in NVM, but there something in the fuser that is different on a hardware level, too. I remember clearly that when half-latch was introduced on the 700, the first to get it, that they had a part number for NON-half latch fuser, which was being cleared out of inventory, and a different number (our current part number/008R13065) for the new half latch version.

I know this is referring to 250 vs 550, but the 550 and 700 fusers are the same. (Only the voltage is different, so in EU, they are the same. Only in the US do we have a different fuser for the 110v 550 and 220v 700.)
So this warning for 250 vs 550 fuser would equally apply to 250 vs 700 as well.

Same fusers.
You can use dcp700 fuser in c550 or in dc250.
You can use dc250 fuser in c550 or in dcp700.
All parts in fusera are same.
C75 fuser is not same.
Fuser exit sensor in c75 fuser is not same.
Even c75 fuser can be modified for c550, dcp700 and dc250.
Do I need to change any NVM?
No.
You can use fuser without any NVM modifications.
well fuser are the same the difference are on the lamps 700 runs on 220vac and 242 runs on 120vac I just switch the lamps to prevent fault code from the fuser sensing circuit .
