Linux based Fiery, FF is failure. Per Fiery guide:
FF, A7, A8 Possibly one of the following:
• Faulty motherboard
• Faulty or missing CPU
1 Replace the motherboard.
2 Replace the CPU.
HOWEVER sometimes Linux Fiery USB load will fail because HDD is not in proper state (unpartitioned drive or failed/corrupted HDD)
You can try to remove the HDD, mount it to a PC and check and format but do not set-up any partition.
Re-install and attempt reload.

Sorry, I definitely described that wrong and didn't think it through.
When I said format that was in error. What I meant was remove any partitions on the drive.
To format, you need to create a partition, so again sorry for your wasted time there should be no partitions on the drive.
Are you sure the software is loading, as the LED must go through C1, C2, and other display numbers and not go straight to FF.

Do you have proper combination of service switches for usb dowload
There should be 2 Switches. The default position is to allow the controller to run 'Normally'.
Usually you'd switch both, if you were using an Ethernet load, or you'd switch one of them, to allow USB load.
Check the Guide, it should advise which configuration for Switches. (Also, not that it may show them upside down, so get up close and personal, so you can see which switch is which and get the setting right.
Once done, as it boots and loads, as @PrintWhisperer says, you should see the counter increase, as the SW successfully loads.
