Success! Can't get that to load but tried it on another machine as a full reflash and it worked so I think the first one the SD card had a subtle issue... -
Ok having got a copy of the OCR dictionary and stuck the ZIP file on a flash drive and run it per the instructions via the System Menu it doesn't seem...Leave a comment:

I have several Kyocera Ecosys M3655idn MFPs which have failed or corrupted SD cards that report the OCR dictionary is not available...
