... besides the humanitarian aspect of this generous donation to COVACs, the USA will demonstrate leadership and generosity to the rest of the world.

Both Russia and China, have developed their own COVID vaccines and have delivered/ donated some to other countries but the Pfizer and Moderna vaccines approved by the FDA are considered to be technologically superior and better able to resist the rapidly spreading "D" variant.

This donation is President Biden's first step in restoring the USA's reputation in the world after the disastrous last four years of the ex President.

If a low income black person can get a free COVID shot from a mobile clinic in their neighborhood plus get a free COVID lottery ticket to win $1M, they are going to get vaccinated.

No you just made that up. Minorities are not trusting the government on this. We have seen it here in Kern County where Hispanics were not getting the vaccine until Hispanic community leader got very actively involved. Until someone they personally trust tells them it is safe, they will not listen to anyone else.
