I wonder if all the victims had recently been in an area with a lot of dust. If so, it could be Valley Fever. A tuberculosis like fungal infection that in its early symptoms presents as pneumonia which does not respond to normal treatment. It is very frequently not recognized by doctors who have never worked in areas where it is common. There is a treatment for Valley Fever but it is long term lasting months, even years.
