The exercise was not related to the war in Ukraine.

Apparently you are not aware of the fact that Norway shares a common border with Russia. Putin has in the past year that any NATO exercises in any country neighboring on Russia will be considered a direct act of aggression against Russia.

He might have been referring to Trudeau's refusal to live up his commitment or lack there of to meet Canada's obligation to defense spending. In 2014 all NATO nations agreed to spend at least 2% of their GDP on their own defense. In 2021 only 10 members met the goal. Canada, at only 1.39%, was not one of them. In fact only 4 NATO members spent less than Canada; Slovenia, Belgium, Spain and Luxembourg.
