                    Many years ago the Bakersfield Police Department ran a buy back program. They gathered in a few thousand hand guns. The problem was nearly 90% of them were not operable. Most of those that were ended up being on the list of reported stolen weapons from the previous years and had to be returned to their original registered owners.
