That is exactly what the article is about. Amazon not liking Visa's fees. From what skynet posted the link is blocked in Europe. I guess one of the two corporate giants, Amazon or Visa, does not want people in Europe to know about it at this time.
GDPR or General Data Protection Regulation is, amongst other things, about the information websites keep and process on its visitors. Despite being a European Union directive, it had global implications, Microsoft released an hour-long video about it since they want a global audience. As far as I know, websites either comply with it and accept European visitors, or don't comply and block them.
Anyway, back on topic it seems Amazon can do exactly as it likes.
It's not a scam, but it could be a ploy to get visa to lower their fees as this doesn't take effect until early next year. Of course, people could always apply for an Amazon Mastercard
