              The problem is with ALL electric vehicles using lithium batteries. Recommended temperature during charging is between 32F (40C) and 104F (40C). This is fine for small electronics and laptop batteries as the are usually charged indoors where the temperature is usually between 65F and 85F. It is not good for outdoor fast charging, level 3, during summer months in areas where there is a heat wave in progress, daily high temperatures of 100F or above for 3 or more days. It will cause bloating, swelling, of batteries and will eventually lead to catastrophic failure, fire. At the freezing temperature of water, 32F or 0C, charging rate is decreased about 38% of maximum rate meaning that it will take roughly 3 times as long to charge an EV at an outdoor Level 3 charging station. Below the freezing point the rate will continue to decrease and at some point will reach 0. That point is based on the age, size and condition of the battery and the capability of the charging station. At lower temperatures the mileage range of an EV is also degraded. The average way most owners maintain the charge of the EV is a contributing factor. They almost always recharge when the charge drops below 50%. To maintain maximum battery range the battery need to be deep cycled frequently, that is discharged to less than 10%, fast charged to 80%, maximum fast charge point to avoid catastrophic failure, and then topped off overnight at home with a level 1 or 2 charging station.
