            To de stigmatize this substance in anyway will be a big mistake. There is substances like methadone and suboxone that works as a replacement that can be tapered down over time. No-one wants a methadone clinic on the corner of there block... The programs are a joke. Its profit driven and does not work. You need to institutionalize someone for at lease 12 months and involves conservatorship. I some cases 24 months is not enough.

                      168 homicides. The homicide rate was 11.6 per 100,000.

                      Vancouver, British Columbia had a murder rate of 2.16 per 100,000

                      Seems clear to me
