People need to actually the entire 25th Amendment before they start shooting off their fucking mouths. Paragraph 4. clearly identifies who can use it to remove a sitting President.

4. Whenever the Vice President and a majority of either the principal officers of the
executive departments or of such other body as Congress may by law provide, transmit to
the President pro tempore of the Senate and the Speaker of the House of Representatives
their written declaration that the President is unable to discharge the powers and duties of
his office, the Vice President shall immediately assume the powers and duties of the
office as Acting President

So Congress cannot use it in and of themselves. The Vice President can but only with the concurrence of the majority of the Cabinet. To provide another "body as Congress may by law provide"would require that "law" be signed by the sitting President or passed over the sitting President's Veto.
