Not the brightest bunch. A diesel with a snorkel should have no issues. The guys with the lorries(4 to 8 ton trucks) made the error of rushing in making the engine drink water.
The gathered crowd should tip you off if your not a local. Whey try that with a Merc or BMW of all cars. Must say a VW Caddy floats nice and level.

It seems in some cases that stupidity is proportional to the cost of the car, yup that's a Lamborghini.

Wonder what is the issue why they can't drain away the water. Lowest point in the immediate area? HHD(horizontal Directional Drilling) comes to mind.

You cannot alter the course of a waterway without good reason, plus it would take away the character of the place, there's one nearer me that does flood but has a 13th century packhorse bridge spanning it

Parts of downtown Bakersfield was built on what used to be the flood plain for the Kern River. Since the construction of the Isabella flood control dam, the lower Kern has not flooded but drainage has been exceeding bad until a couple years ago when they replaced 6 inch flood drains with 36 inch drain pipes. An intersection about a half mile away from where I live was one of the lowest spots. Anything more than a light rain and water in the gutters would over flow the curb to where local businesses would have to use sand bags to keep flood water out.
