There is a company in Sanford, North Carolina that is called "Static Control". They make aftermarket toners that you can refill cartridges with. They have even been sued by HP and others and they won. A very large company you can get toner for most anything you can you can buy a remanned cartridge for.

Static Control is a company I use and they are great, but I refill/rebuild most all of my own cartridges so they supply the "goods" to do that.
If you just want reman'd cartridges, there's a ton out there. I have used the Inkjet Superstore a few times and I've had good luck with them.
I guess it depends on what you're looking for. There are plenty of companies that will sell you just the raw parts: toner, drums, blades, pcr's, chips, etc. and there are companies that will sell you cartridges ready-to-go.
Since I've been rebuilding cartridges for a few years now, I feel comfortable in my skills and knowledge, yet it is still a pain in the ass. Because I'm doing it strictly in-house, I have some slack, but I would not want to do it in a resell-type fashion unless I had the proper facilities, etc, as truly it's a lot to do.
Anyway, I digress from your questions.
Static Control does not sell cartridges ready-to-go, only all of the supplies.
