Go ahead and try it out yourself. I've done it and can confirm what is shown in the video. There is less traffic but the highlighted webservers are still contacted.
There is no reason a clean install of windows should contact any server aside their update server. Even if Microsoft is okay with third party doing this on their official downloadable image nd in the same breath telling you that they care about your data security it is complete bullshit.

    True!
When Windows 11 was initially introduced, I was using a slightly older Laptop that my Windows 10 would not Update to Windows 11.
Being an independent tech, I really wanted to get it in order to be prepared in case my phone started lighting up with Service calls for scanners failing, etc. as my customers updated their systems.
I specifically sourced a new (refurbished) Laptop that included a processor that was on their "supported" list.
Guess what? I got the same DAMN Message!

Not willing to quit, I did some research and downloaded Rufus and used it to install the New OS by overriding the requirements for Secure boot and TPM.

It worked like a charm on my main (new) Laptop as well as another one that I use on the road, that most certainly didn't meet their supposed "minimum requirements".
    What a Joke!

In fact, I just used Rufus again with the New 22H2 rollout where I received the same "incompatibility' message in Windows update relating to my processor.

    F.U MS!

I have the ISO downloading right now and have an IBM laptop I can try it on that did not support Win11.

    Download just finished.

It's not an official Microsoft product, and has multiple caveats, including the fact that updates may not work or break it.

It's an interesting idea, but at this point why try forcing a modern operating system onto a system that doesn't meet modern specs?
