A simple way is get to a command prompt with admin rights (bootable disk or hit F8 before boot screen) and type:"net user Administrator" and hit enter. Or substitute the user you want to change the password for. Example: "net user D_L_P 123" would change the user D_L_P's password to 123.
In the old days of windows NT you could delete the SAM file to clear all user's passwords. I'm not sure about Win7 but I'd imagine google would come up with lots of utilities or instructions for recovering passwords from e-mail or windows.
