Things that have given me issues in the past

MFDs memory been upgraded to maximum?
MFD firmware, there was an update specifically for SDK stalling.
Is the Java card updated to the latest version. (Type C should be at 2.15.01)?
Fresh install of SDK. (Unistall current, format HDD, clear unique SDK ID from SP mode(5401-200,210,220) and reboot.
Ensure the SDK is set to autostart.
Increasing the Heap/Stack size for the SDK. (User Tools, Extended Feature Settings, Administrator Tools)

I'll second what Choro1dal said about the java card firmware being the newest.
I have global scan setup on about 50 mp4000, not the mpC4000, but what I found was the java card needed to be updated to the newest version to work.

Also, when it 1st boots I've seen the java option take almost 4 or 5 minutes to finally boot.
Are you installing the java to the HDD or SD card? I installed it to the HDD.

The unique SDK ID is a character string stored on the device when an Extended Feature/Software development kit (SDK) is installed. Sometimes when unistalling the SDK this setting is not cleared. To ensure the removal is complete after uninstalling the SDK, access copier SP modes and check/clear the values in SP mode(s) 5401-200,5402-210,and 5420-220) then reboot
