What are some of your favorite options? A scanner is available and the question is, if we quit the phone company, what service would you hire to handle incoming and outgoing faxing online ?

Not every place can. Because it's still viewed as "secure" or legal verified transmission. The fax services are great because if you have multiple machines you can get rid of the landlines tied to them, and save on the cost.Comment

'Internet Fax' never really took off and is dated. Essentially it's faxing over TCP/IP via an SMTP server or SMTP reception. If the other IFax enabled device is on the same LAN it can also bypass the mail server as long as the setup is correct on both devices and SMTP reception is in use.
If the customer doesn't want a fax line anymore I'd suggest an online hosted fax solution where they can fax directly from their computers and receive the fax via e-mail or FTP etcComment

I have used eFax in the past. You get a fax number for others to send faxes to you and software for sending and receiving faxes. You can also receive the faxes as email attachments. When I was with a transportation unit in Iraq in 2005, I and a number of other senior NCO's had eFax accounts. When soldiers in the unit needed paper work from their home units, it was 10 days by mail or as soon as the sender could get to a fax machine by eFax.Comment
