I do not know Papercut well enough to give you a definite answer, but I do know Papercut is usually more focused on educational systems, due to its large integration capabilities with payment and card systems, and advanced credit management.
Even though YSoft also has a credit management system, it's more focused for Office environments with many advantages in scalability and high performance, easy deployment, and more detailed reporting system.
I would say that the choice would have to be done considering what type of environment you have, operating systems you use, how you can implement high performance and availability if it's an important factor, etc.
I've been dealing a lot with papercut. I enjoy supporting it. Much better IMO compared to Pagescope Enterprise, Prism PrintPath or Canon's Uniflow. The embedded option for Konica Minolta copiers is amazing. Papercut is easy to install. No separate SQL server to setup. Easy to manage and easy to train IT people how to manage it. Does very good reports.
