Department ID password IR 1023

Hello, I have an IR 1023 but cant have access to it because I lost the Department ID. At the beginning it ask me for department ID and password, I dont know any of them. I was searching and couldnt find anything about this model. I already tried * + 28 and nothing happens.

Please help me with this.

1. enter service mode *then 2 then 8 then*
2. use arrow keys to get to CLEAR, press ok
3. use arrow keys to get to TEL and USER DATA then press ok
4. the machine will initialize then the dept id password screen will be bypassed
