Canon 5185 Drum Rebuild Developer

I am in the process of rebuilding one of my drums and took apart an old one that I don't need to get a feel for what it takes. It is relatively easy but the kit comes with developer and I am not sure where it is supposed to go. Here is a photo of the drum apart but not fully cleaned. Will someone please help me understand where the developer goes? It comes in a pouch so I am not sure if I am supposed to pour it in or apply it somewhere.

I would say it goes underneath that metal blade next to the roller, you will need to remove the blade first.

However I have never done a rebuild, we fit genuine Canon parts.
