U probably have done this
be sure to clear both the Fixing Web Counters in the following Service Mode settings
COPIER>COUNTER >MISC >FIX-WEB
COPIER >COUNTER >DRBL-1>FX-WEB**Knowledge is time consuming, exhausting and costly for a trained Tech.** -

UPDATE
imageRUNNER ADVANCE C7270 / C9270PRO / C9280PRO series
"Cleaning web is low" message will not clear.Problem :
"Cleaning web is low" message will not clear.
The message appeared and the web and the web out sensor were already replaced. The web counters were also both cleared:
COPIER>COUNTER>DRBL-1>FX-WEB 1-4 (LVL1)
COPIER>COUNTER>MISC>WEB (LVL1)
The message kept appearing even after the counters were cleared.
The DCON was backed up and cleared with no difference. The DCON IF PCB was also replaced with no change in the message.
An investigation was performed by also checking I/O mode, PS102, web out sensor was checked a few times.
It was noted that it would change state but not in the same way when compared to another working machine.
PS102 web out sensor can be checked in Service Mode>I/O>DCON>P025>BIT 2.
The sensor did change state but was not changing state properly. The actuator was inspected and the return spring was present.
What was found later was the black plastic web cover appeared to be warped and limiting the proper motion of the web out sensor actuator.
The cover helps to maintain the actuator location, it was believed that since it was warped, the actuator was traveling in the upwards direction simulating a web out condition.
The cover needed to be replaced as it was warped.

Check the images below for reference:
1. Location of the web cover.
2. The web out sensor and actuator location.
3. Web cover removed. With it removed, the actuator moves up.
4. The web cover removed from the machine.
This part is known as the following from the parts manual:
