Paper detect flag most likely knocked out of it's holder. Comes from people overfilling the tray and shoving it into the machine. Check behind the paper tray and see if you can spot a piece of plastic with a triangle-shaped flag on one end. Page 466 of the service manual has the procedure for removing the Registration/Pickup unit. If it were in one of the additional cassettes, you can do it from the top.!!

If it's missing or broken, the part number is FC0-7670-000.

Sometimes in this series (1730, 400,500) the size detect wire gets broken and will not show paper. Each cassette has one and you can swap them to check. Seems like it is flag on paper detect. I keep one in my car. They modified them so it does not happen as much. It could be in feed assembly but my money is on size detect.
