IRA400iF Fax Sending Issues

I have in front of me a Canon 400if with fax issues. I tested the phone line and seems to be okay. The fax will only send if I select the "on-hook" option before sending. If I try to send a fax without "on hook" selected it gets stuck in waiting under the status monitor menu. Any ideas as to what could be the cause?

what type of phone line? Analog or digital... if Digital ... VOIP can be a bitch to get right on an analog machine.
