Canon Image Runner C5560i cyan banding

I'm new to this, so forum, so I appreciate your patience:

I am having issues with cyan bands appearing on random locations of the page. Originally, there were consistent, thin, cyan stripes and I replaced the drum (there were scratches on the drum.) Everything was printing well, but now bands appear (see attached pics.) I have checked the drum and the contacts (thinking a grounding issue) and it is still banding. Any suggestions?

I'm assuming these are run in the portrait orientation?
It looks like the developer cylinder is arcing to the drum in certain spots. It could be something metal stuck to the cylinder, or it could be spots on the drum where the coating has been chipped off.
I would replace the drum and developer unit together.
